Position Summary Is a subject matter expert in administering the rules, regulations, and procedures related to Xcel Energy's compliance with federal and state vehicle and driver requirements. Review and resolve Compliance, Safety, and Accountability (CSA) issues. Represent XE's fleet interests, interpret fleet related legislative proceedings, and promote positions that support the company's strategic fleet objectives. Report and assess motor vehicle incident/accident statistics. Work with Legal, Workforce Relations, Disability Solutions, Employee Relations, Recruiting, and Claims Services to analyze compliance data. Develop Hours-of-Service Compliance program consistent with federal requirements for electronic logging. Identify potential compliance gaps, recommend solutions, and implement process, policy, and system changes as needed.
Essential Responsibilities - Ensure compliance of vehicle and driver requirements across Fleet Operations for 4 independently registered operating companies. Oversee the administration of DOT driver qualification files and fleet safety programs. Advise on HAZMAT regulations as they pertain to fleet operations. Review/process all DOT inspections, citations, and violations. Ensure fleet data collected is accurate and lead efforts to correct faulty data. Support pre-employment decisions by utilizing the Federal Motor Carrier Safety Administration Pre-Employment Screening Program. Maintain and enhance data systems and training to improve Fleet performance, includes creation of training materials for business unit and safety partners.
- Research and analyze Fleet motor vehicle accident data. Partner with claims and fleet personnel to adjudicate accident claims. Assist with accident investigations as requested to determine root cause. Distribute weekly accident reports to all levels of management. Serve on the Driver Safety Team; identify trends and opportunities to reduce motor vehicle accidents. Develop and coordinate remedial driver training programs for identified employees
- Interpret, analyze, and communicate the potential impact of proposed rules, regulations, and legislation pertaining to Fleet operations. Provide responses and draft written testimony for regulatory requests concerning Fleet compliance with federal, state, and local regulations and all Fleet-related issues.
- Oversee medical programs that support compliance with DOT requirements. Coordinate directly with Xcel Energy's contracted occupational medical vendor to ensure compliance with DOT medical requirements. Ensure integrity of all vendor/employee provided DOT required documents.
- Oversee fleet vehicle licensing and permitting programs to minimize total cost to operating departments. Lead corporate support for regulatory agency audits or requests for information regarding Fleet Operations. Act as liaison between managers and crews to facilitate fleet performance in mutual aid emergency response efforts.
Minimum Requirements - Bachelor's degree in Business or an equivalent combination of education and experience.
- Five years' experience in fleet administration.
- Extensive knowledge of DOT, FMCSA, and other federal, state, and local laws pertaining to fleet operations.
- Strong written and verbal communication skills.
- Ability to effectively collaborate with others.
- Proficient in the use of MS Word, Excel, and Access.

The anticipated starting base pay for this position is: $69,700.00 to $99,100.00 per year
