The City of Oxnard's Community Development Department is seeking a Building Inspector with strong technical knowledge, interpersonal skills, a customer service orientation, and a history of effective partnerships and problem-solving to be part of the team.

WHAT YOU'LL DO:
  • Inspect buildings during various stages of construction to ensure compliance with codes and regulations;
  • Enforce building, electrical, plumbing, mechanical, energy, and fire codes;
  • Investigate violations and check complaints regarding building procedures;
  • Work closely with the Code Compliance Division and the Fire Marshal's office;
  • Coordinate work with plans examiners and permit technicians;
  • Enforce planning and zoning regulations;
  • Provide information to the public regarding codes and ordinances;
  • Confer with owners, architects, and engineers regarding construction design;
  • Review records, plans, maps, specifications, and similar documents;
  • Utilize computer technologies during field inspection and office related activities to keep records and prepare reports.

SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Receives general supervision on routine items which are performed according to established standards and procedures and receives specific work instruction regarding non-routine matters and deadlines.

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Code Compliance Inspector in that it is focused on inspecting building, construction and/or electrical systems and compliance with codes, specifications, safety and quality standards.

WORK SCHEDULE:
The normal work week is Monday through Friday 8:00 am-5:00 pm. This position may be required to be available to work additional hours as needed to respond to workload needs and emergency situations. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.

Essential Functions


This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

Prioritizes and performs inspections to ensure building and site safety by providing review of plans, sites and permits; monitors construction activities; conducts field inspections; monitors construction schedules and compliance with job specifications; performs plan checks and inspects electrical building systems and installations; monitors traffic control measures; and/or reviews requirements and enforces regulations by providing technical guidance and expertise.

Receives and responds to inquiries; conducts research of code requirements; provides customer service and support to contractors, developers, utility companies, agencies, business owners, engineers, architects and/or the public; provides information; resolves issues and problems.

Prepares and files permits, supporting documentation and reports for project completion; maintains reports, files and records; enters and maintains data.

Performs other duties of a similar nature and level as assigned.

POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
Positions assigned to building inspection may be responsible for:
•Providing inspection and enforcement of local, state and federal codes, regulations and standards for building safety;
•Inspecting structural systems for building construction;
•inspecting non-structural exterior and interior systems for land development, utility and other life-safety requirements;
•Approving or denying the continuation of construction based on compliance with codes, regulations and approved building plans;
•Preparing and filing permits, reports and supporting paperwork;
•Researching code requirements.

Positions assigned to construction inspection may be responsible for:
•Providing inspections for the City's public works field and construction projects;
•Reviewing project plans and permits;
•Maintaining records and reports;
•Monitoring construction schedules;
•Conducting field inspections of public works facilities such as underground pipelines, roadways, sidewalks, driveway, medians, curb and gutters;
•Serving on rotating emergency stand-by response.

Positions assigned to electrical inspection may be responsible for:
•Providing journey-level electrical inspections and plan review
•Assisting with building plan review by checking electrical plans;
•Serving as a technical resource to other inspectors regarding electrical systems;
•Ensuring proper and safe installations of electrical systems;
•Assisting with the preparation and coordination of non-complying cases for prosecution;
•Testifying in court.

Minimum Qualifications

The following are minimum qualifications necessary for entry into the classification:

EDUCATION:
  • High School Diploma or GED
EXPERIENCE:
  • Three (3) years of related experience.
LICENSE/CERTIFICAT ION:
  • Valid California Class C Driver's License with a satisfactory driving record.
Incumbents assigned to building inspection require:
  • Certification as an Inspector by the International Code Council is required upon hire or within the first year of employment.
OTHER REQUIREMENTS:
  • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors.

NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.

Retirement Contributions:
New members (as defined by PEPRA), 2% @ 62; "Classic" members 2% @ 55. The employee will be required to pay a portion of their annual earnings toward their retirement. The City of Oxnard does not participate in social security.

Vacation Time:
Full time employees accrue vacation time at a rate of 4.08 - 7.77 hours per pay period based on years of service.

Sick Time:
Full time employees accrue sick time at a rate of 3.70 hours per pay period.

Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the level the employee is required to provide bilingual services as determined by the City Manager or designee.

Educational Incentive:
For positions that do not require aBachelor's Degree, the City offers an educational incentive award of 2.5% for employees that complete 30 work-related college semester units above the minimum education requirements for the position.

Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:

Level One - For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City's monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.

Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.

Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.

Deferred Compensatio n:
The City contributes 1% to a deferred compensation program.

Tuition Reimbursement:
Full-time employees receive reimbursement of educational expenses including the costs of tuition, registration fees, laboratory fees, and books at a rate of 50% for work related coursework up to a maximum of $500 per fiscal year.

Holidays:
The City observes 12 holidays per year
